Job Description
Thies & Talle Management Inc., a leading property management
company with nearly forty years of experience in the multi-housing
industry, is now hiring an Occupancy Specialist to manage the
certification and compliance processes for a large project-based
Section 8 property in St. Paul, MN. Previous experience with
Section 8 compliance is strongly preferred. Professional and

SUMMARY: The Occupancy Specialist is responsible for all aspects of
managing the subsidized housing contract including certifications
and recertifications, voucher submission, special claims
submission, and gross rent changes.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Other
duties or tasks may be assigned as required. Management may modify,
change, or add to the duties of this description at any time
without notice.
Manage resident's move-in certifications, interim certifications
and annual re-certifications on a timely basis as required by
HUD.
Send recertification notices and conduct recertification
interviews.
Obtain all necessary verifications.
File HUD special claims on a timely basis.
Manage multiple subsidy types according to government regulations
within a property.
Process and approve HUD form 50059.
Prepare HUD voucher, Excess Income report and utility reimbursement
report each month.
Follow up with HUD to assure timely payment.
Meet with applicants before their applications are processed to
begin the certification process and update their applications.
Process gross rent changes as necessary.
Review ending balances monthly and update notes.
SECONDARY DUTIES AND RESPONSIBILITIES include the following:
Maintain resident files making sure that changes are made and files
are kept up to date. Make sure that all required documents are
signed by the resident and that a copy is in their file.
Maintain confidentiality concerning resident information.
Stay current on compliance changes within all applicable state and
federal programs by attending trainings, reviewing correspondence
with funding agencies, and contributing to company-wide trainings
and written documentation.
Conduct file reviews regularly.
Job Requirements
QUALIFICATION REQUIREMENTS: To perform this job successfully, an
individual must be able to perform each essential job duty
satisfactorily. The requirements listed below are representative of
the knowledge, skill, and/or ability required.
Education and Experience. High school diploma. Post high school
course work in finance, administration, or related combination; or
a combination of education and experience providing equivalent
knowledge is preferred. Computer knowledge with Microsoft Access,
Word, and Excel, and government software experience is
required.
- Language Skills. Ability to read, analyze, and interpret general
business periodicals, professional journals, technical procedures,
or government regulations. Ability to write reports, business
correspondence, and procedure manuals. This position works closely
with the Property Managers and needs to be able to communicate with
them on a wide variety of issues.
- Mathematical Skills: Ability to apply concepts such as fractions,
percentages, ratios, and proportions to practical situations and to
perform computations with very high accuracy and check work
performed.
- Reasoning Ability: Ability to solve practical problems and deal
with a variety of concrete variables in situations where only
limited standardization exists. Ability to interpret a variety of
instructions furnished in written oral, diagram, or schedule form.
Must have attention to detail and problem-solving abilities in
order to maintain books in an efficient manner.
- Other Skills/Abilities/Specifications: 10 key skills and typing
skills of at least 60 words per minute. Excellent people and
organizational skills are required. Listening and ability to
communicate effectively to the customer is essential. Time
management is essential. Must be self-motivated and able to work
independently. Confidentiality is a must. Ability to meet critical
deadlines with high accuracy on consistent basis.
PUNCTUALITY AND ATTENDANCE: Regular attendance, reliability, and
punctuality are needed to be available to respond to other
employees and complete the Occupancy Specialist job duties in a
timely manner. The functions of accounting are time sensitive and
the success of the properties and company requires staff to be
available, during traditional business hours, at the convenience of
other employees and vendors.
WORKING CONDITIONS: The working condition characteristics described
here are representative of those an employee encounters while
performing essential functions of this job. The employee will come
in contact with applicants, residents and former residents from
diverse religious, cultural and economic backgrounds, including
persons with special needs, where communications may pose
challenges that will require additional efforts and patience. The
noise level in the work environment is usually moderate.
PHYSICAL DEMANDS: The physical demands described here are
representative of those that must be met by an employee to
successfully perform the essential functions of this job.
While performing the duties of this job, the employee is regularly
required to stand; walk; sit; stoop; kneel; crouch; crawl; climb
stairs; and talk or hear. The employee is occasionally required to
reach with hands and arms and climb or balance.
The employee must regularly lift and/or move up to 10 pounds and
frequently lift and/or move up to 25 pounds. Specific vision
abilities required by this job include close vision, distance
vision, and depth perception.
The employee must also be able to spend significant time of each
work day in front of a computer screen and to perform computations
and keyboarding work for a considerable period of time a day with a
computer.
