    Job Summary

    Join our dynamic team in the Health Regulation Division (HRD) and leverage your financial management skills to help us ensure compliance with the laws and regulations that safeguard Minnesotans.

    The Financial Analyst position will work with the Budget Manager to establish and manage a $60 million dollar budget that includes federal grants and contracts, and state funds (general and state government special revenue). This includes estimating expenditure needs, developing submissions to funders, monitoring revenues and expenditures through the state accounting system and ensuring appropriate reimbursement payments.

    The position will collaborate with division management and staff to implement fiscal policies and provide technical support for budget development and management. This role will also work closely with the Financial Management and Internal Audit teams to ensure accurate accounting and reporting of state and federal budgets for HRD.

    Additional responsibilities include but are not limited to:
    • Manage the development, completion and implementation of financial plans, reports, estimates and other documents including the State budget, Medicare and Medicaid budget, and legislative fiscal notes.
    • Lead the development of annual budget plans, track expenditures against allocations, and prepare reports to support financial decision-making and budgetary policy development.
    • Monitor budget execution to confirm alignment with legislative intent and adherence to policies of the Executive Office and Centers for Medicare and Medicaid Services.
    • Prepare reports and analyses of expenditures and revenues and assist in the creation and analysis of reports required for the budget and legislative objectives.
      This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position location will be determined by the top candidate and will be based out of one of the following MDH office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls.

      Occasional travel to the St. Paul office location for in-person meetings may be required. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

      Qualifications

      Minimum Qualifications

      Three (3) years* of experience in financial management or accounting that includes all of the following:
      • Managing grants or contracts from funding sources that may include federal, state, local or private organizations
      • Analyzing and evaluating fiscal information
      • Creating fiscal reports in a financial reporting system
      • Using Excel data query/data management tools
        Knowledge, skills and abilities to be assessed during the interview process:
        • Ability to assess and apply requirements of applicable federal and state laws and regulations
        • Ability to create and explain detailed financial reports and procedures
        • Ability to develop policy recommendations and procedures to ensure program accountability
          *A degree in Finance, Accounting, Business, Economics, Health Information Management, or related field with an emphasis on financial management may substitute for experience as described below:
          • Associates = 6 months
          • Bachelor's = 12 months
          • Master's = 18 months
          • Doctoral = 24 months
            Preferred Qualifications
            • Master's degree or higher in Finance, Accounting, Business, Economics, Health Information Management, or related field with an emphasis on financial management.
            • Experience providing financial support for large, complex budgets including reporting and forecasting using statistical techniques.
            • Expertise in the use of Statewide Integrated Financial Tools (SWIFT).
            • Progressively greater levels of budget responsibility in a broad, high-level finance position.
            • Experience with financial and budgetary analysis of legislation.
